NYTC Tariff Revision, effective 3/7/22 - Reminder
Dear Valued Customer & Stakeholder:
The volume of containers remaining on the terminal for extended periods of time has been steadily increasing in recent months to the point that long-dwelling containers are significantly contributing to terminal congestion, operational inefficiencies, and deterioration of container throughput and cargo fluidity. We have taken numerous actions to combat terminal congestion, including additional gate hours, weekend gates, and extensive container re-handling to ensure terminal capacity and flow is optimized. However, despite these and other efforts, the problem of long-dwelling containers continues to persist with dwell times continuing to increase.
Therefore, to encourage importers to remove long-dwelling containers, and to discourage importers from leaving containers on the terminal for excessively long periods of time, we are giving notice of the following action:
Effective on Monday, March 7, 2022, the applicable daily charge for general cargo containers remaining on the terminal 30 days and above after the expiration of free time will increase from $384 to $546 and the applicable daily charge for temperature-controlled cargo containers remaining on the terminal 7 days and above after the expiration of free time will increase from $567 to $817.
This action is reflected in Section IV of the amended New York Terminal Conference schedule of rates, which was published on February 7, 2022 and taking effect on March 7, 2022:
“B. CONTAINERS, MERCHANT HAULAGE OR INTERMODAL/CARRIER CONTROLLED
- 1. General cargo containers of all dimensions after the expiration of free time:
- 1 - 4 days per calendar day $172
- 5 - 9 days per calendar day $222
- 10 – 29 days per calendar day $384
- 30 days and above per calendar day $546
- 2. Temperature controlled containers of all dimensions after expiration of free time:
- 1 - 3 days per calendar day $404
- 4 - 6 days per calendar day $567
- 7 days and above per calendar day $817
This action will have no effect on containers picked up during free time, nor will it increase fees on containers picked up during the previously established demurrage periods. Nevertheless, we encourage all importers to pick up containers promptly, and we strongly encourage importers that could be impacted by these fees to make arrangements to pick up their long-dwelling containers during the month February (or prior to March 7, 2022) to avoid incurring additional charges.
